Malfunctioning Mouse

Jed and/or Henri,
 
For some time now my well used DELL mouse has been acting weird.
It will freeze up and/or the page will jump from top to bottom and/or bottom to top.
When editing images (Picasa2 AND/OR MSPaint) is when things are the worst.
 
Are there any control settings for the mouse to help alleviate such conditions?
Or should I just buy a new mouse to see if that solves the problem?
This is about to drive me NUTS!!
 
ps:
The Intel Graphics Driver Chipset program claims to be current and working properly.

Hello John,

I don't know if the mouse is optical otherwise if it's PS2 you have to clean it.
Remove the ball and clean the two little bars and the wheel.
With an optical mouse the underground is important, use a white sheet of paper to try.
Did you try another computer port if the connection is USB?
I don't think it's a driver problem because Windows recognizes all common mouses.
If it doesn't work I think you have to buy a new one.

Thanks Henri. I've cleaned the interior many times.
It isn't optical, but the old plug in type.
Maybe the malfunction started because I've literally worn the 4 little round 'feet' on the bottom surface clean off?
